Privacy Policy
Last updated September 27, 2026This Privacy Policy explains how The HORIZONs Co., Ltd. ("HORIZON SHIELD", "we", "us") collects, uses, discloses and protects personal information when you use the HORIZON SHIELD website and services for the United States at shield.the-horizons-innovation.com/us/ (the "Service"). We wrote it to meet the California Consumer Privacy Act as amended (CCPA) and the other U.S. state privacy laws, and we give the rights described here to every U.S. resident, whether or not a state law requires it.
In short: we collect what we need to check your quote and deliver your report. We do not sell or share your personal information, we do not use it for targeted advertising, and we do not use your uploads to train AI models. We delete uploaded files within 30 days.
Notice at collection
When you upload a quote or buy a report, we collect the categories of personal information listed in the next section, for the purposes listed there, and keep each category for the period shown. We do not sell or share personal information, and we do not collect sensitive personal information for the purpose of inferring characteristics about you.

We do not ask for sensitive personal information such as Social Security numbers, account numbers, health information or precise geolocation. Please remove such details from a document before you upload it. If a document contains them anyway, we use them only to provide the Service and delete them with the file.
How we use it
- To read your quote, match its lines to public data and prepare your report
- To take payment, deliver the report and answer your questions
- To keep the Service secure, prevent fraud and fix errors
- To meet legal, tax and accounting obligations
- To improve our method using aggregated statistics that do not identify you. We will not reuse your document or report for any other purpose without your separate, opt-in consent
AI processing
We use an AI model provider to read uploaded documents and match their lines to public data. The provider processes the content only to return results to us, under a contract that does not allow it to use your content to train its models. We do not use your uploads or reports to train AI models. A person on our team reviews every draft report before it is sent. If we ever want to change this, we will ask for your consent first; we will not change it by editing this policy.
Who we disclose it to
We disclose personal information only to service providers that process it on our behalf, under written contracts that limit their use to providing services to us:
- Website hosting and content delivery: GitHub, Inc. and Cloudflare, Inc. (United States)
- Document processing and storage: Cloudflare, Inc.
- AI model provider (United States)
- Payment processing: PayPal, Inc. (PayPal balance or a card entered at PayPal checkout)
- Transactional email delivery
We may also disclose information when the law requires it, to protect the rights and safety of users or others, or as part of a merger or sale of our business, in which case this policy continues to apply. We do not disclose personal information to contractors, lead buyers, advertisers or data brokers.
Your privacy choices
We do not sell or share personal information, including that of consumers under 16, and we do not process personal information for targeted advertising or for profiling that produces legal or similarly significant effects. Because of this, we do not display a "Do Not Sell or Share" link.
We honor the Global Privacy Control (GPC) signal as a request to opt out of sale and sharing for your browser. Our site does not track you across other websites. Because we do not track, we treat "Do Not Track" signals the same way we treat all visitors.
Your rights
Subject to verification and to exceptions the law allows, you may ask us to:
- Tell you what personal information we hold about you, how we use it and whom we disclose it to, and give you a copy in a portable format
- Delete personal information we collected from you
- Correct inaccurate personal information
- Opt out of sale, sharing, targeted advertising and profiling (we do none of these)
- Limit the use of sensitive personal information (we do not use it beyond providing the Service)
We will not discriminate against you for using these rights: we will not deny the Service, charge a different price or provide a different quality of Service because you exercised them.
How to make a request
Email contact@the-horizons-innovation.com with the subject "Privacy request". We confirm receipt within 10 business days and respond within 45 calendar days. If we need more time, up to another 45 days, we will tell you why. To protect you, we verify requests by matching the email address used for your purchase or upload; we may ask for the order number.
You may use an authorized agent. We will ask the agent for your signed permission and may ask you to verify your identity directly with us.
Appeals
If we decline your request, you may appeal by replying to our decision with the subject "Appeal". We will respond within 45 days and explain the outcome. If you are not satisfied, you may contact the attorney general of your state.
Children
The Service is for adults 18 and over and is not directed to children. We do not knowingly collect personal information from anyone under 18. If you believe a child has given us personal information, contact us and we will delete it.
International transfers
We are based in Japan, and our service providers are in the United States. Your personal information is processed in the United States and Japan. Japan's Act on the Protection of Personal Information applies to our handling of it, in addition to the U.S. laws described here, and we require our service providers to protect it to the standard of this policy.
Security
We use encryption in transit, access controls limited to staff who need access, and the deletion schedule above. No method of transmission or storage is completely secure. If a breach affects your personal information, we will notify you as the law requires.
State notices
California. In the preceding 12 months we collected the categories listed above from the sources listed, for the purposes listed, and disclosed them for business purposes only to the service providers listed. We did not sell or share personal information. California's "Shine the Light" law: we do not disclose personal information to third parties for their direct marketing purposes.
Nevada. We do not sell covered information as defined in Nevada law. You may still send a request to contact@the-horizons-innovation.com.
Other states. Residents of Colorado, Connecticut, Delaware, Oregon, Texas, Virginia and other states with comprehensive privacy laws have the rights described in "Your rights" and "Appeals".
Changes to this policy
We will post any change on this page with a new "Last updated" date. If a change is material, we will also tell you by email if we have your address, before it takes effect. We will not apply a material change to information we collected earlier without your consent.
