HORIZON SHIELD provides price benchmarking information only. We are not a licensed contractor, engineer, architect, home inspector, public adjuster, appraiser or attorney. We do not inspect property, assess its condition or code compliance, prepare or negotiate insurance claims, bid on, arrange or supervise work, or give legal advice.

A Report compares the lines of a quote with public data. It does not tell you whether the work is needed, whether it is designed or built correctly, or whether a contractor is licensed, insured or reputable. For those questions, contact your state's contractor licensing board, a licensed inspector or engineer, or an attorney.

Estimates are not bids

A Quick Estimate or Detailed Estimate is built from the information you give us and from public data. We do not visit or measure your home. An estimate is not a bid, not an offer to do or arrange the work, and not a promise of what any contractor will charge. If your measurements or description are incomplete, the estimate will be too.

About public data

Our reference values come from government statistics and public records, such as wage surveys, import statistics, state transportation department specifications and city permit records. They are not residential quotes. They describe averages, ranges or public-works rules, they have publication dates, and local conditions such as access, height, weather, material availability and insurance can justify different prices. Every reference in a Report shows its source, date and formula so you can judge it yourself.

When there is no benchmark

When no public data fit a line, the Report says so. "No public data" does not mean the line is fair or unfair.

No promise of savings

We do not promise that you will pay less. A Report can help you ask better questions; the outcome depends on the contractor and on you.

AI

AI reads the quote and matches lines to public data. The numbers come from the listed sources and fixed formulas, and each Report carries a SHA-256 receipt so the calculation can be checked. AI can misread a document; if you see an error, tell us and we will correct it under our Refund Policy.

Insurance claims

We do not prepare, submit, adjust or negotiate insurance claims, and a Report is not a claim estimate. If you need help with a claim, contact your insurer or a licensed public adjuster in your state.

Safety

If you believe there is an immediate danger, such as a gas smell, exposed wiring or structural movement, leave the area and call 911 or your utility. A Report cannot assess safety.
